PROJECT TIMELINE

2019

Colleen and Rich Balot recognized a significant need for quality addiction treatment in Eastern North Carolina. They were motivated to create a safe-haven treatment center that would be unique to the area. The project was deeply personal to the couple; they were driven by a desire to provide this valuable resource to people in need in their community. They identified a beautiful parcel of land in Grimesland, NC that was available, investigated and assessed the property, and proceeded to purchase it. The newly founded Haven at Blue Creek project commenced in (month) of 2019.

2020

As the Balots proceeded to turn their vision into a reality, they discovered there were roadblocks at the state legislature level in the form of licensure restrictions for substance use disorder treatment facilities.  The Balots were undaunted; they lobbied North Carolina Governor Cooper, who supported amending the 2021 State Medical Facilities Plan to remedy its shortcomings. With the amendment passed, the project could acquire the necessary behavioral health bed licenses for the eastern region of North Carolina.  Additionally, North Carolina is a “Certificate of Need'' state for healthcare, which assures the right numbers of licenses and services are in place for regions of the state. So the Balots assembled a team to demonstrate the need for substance use disorder treatment in Eastern North Carolina and submit the necessary application for Haven at Blue Creek.

2021

In May 2021, the team submitted the Certificate of Need application to the North Carolina Health and Human Services Division. The state awarded the certificate to Haven at Blue Creek in September 2021.  The Balots selected architectural and building teams who completed the development of Haven at Blue Creek drawings in October.  In celebration of the success of their vision, on October 30, 2021, Mr. and Mrs. Balot hosted in their own home a “Party with a Purpose” - a black-tie masquerade that officially unveiled the Haven at Blue Creek campus. Over 250 people were in attendance at the joyful event, including Congressman Greg Murphy.

Stay tuned for our building updates in 2022!

Haven at Blue Creek

Personal, Passionate and Committed to Your Recovery

Created from experience, dedicated to building a safe, supportive, and transformative space for others to find recovery.

Rich and Colleen Balot are deep into a thorough development
of Haven at Blue Creek. This substance use disorder campus is being thoughtfully developed from the ground up, with both best practices and the needs of Eastern North Carolina top of mind. What will result from their commitment to this project is a much-needed addition to the community that promises recovery for many and positive growth for the entire region.

Our Community, Our Family.

The Balot’s have a home-grown passion for this project decades in the making. Colleen and Rich Balot are long-time residents of Greenville, graduates of East Carolina University, and active members of the Greenville community. If being “green-blooded” could be said about a family so rooted in this community, then the Balot’s are proud to be so.
Rich Balot started his first business as a teen here at DH Conley High School, followed by a second at the age of 19 while a freshman in college. The Balot’s now own multiple businesses in Greenville, which have added 500+ jobs to the region in the last 12 months alone — a figure which is among their greatest rewards from the experience.

Our Plans

A safe Haven to support
and encourage healing
and recovery.

Open aired and expansive, the campus creates a serene and carefully planned campus where healing happens.

Haven at Blue Creek is nestled on a 300-acre land parcel amid beautiful rolling farmlands on the outskirts of Greenville, North Carolina.

The Haven at Blue Creek campus is both calm and private, boasting three reflection bodies of water and an abundance of privacy afforded by a wooded perimeter. Initial construction of the campus has begun, with a Spiritual Renewal Center and athletic facilities, including an Olympic-sized pool, already completed.

A Scholarship fund to support individuals and families who have no insurance, or are under-insured, will be an ongoing priority for Haven’s fundraising programs. Focused gifts can be developed to meet your heart felt interests from naming opportunities to sponsoring a program for someone in need.
